In terms of legality, the question of the obligation to wear a mask to go out on the street - and do jogging in particular - had some twists and turns on Thursday.

Two municipalities had decided this week to issue a decree to this effect. This was the case in Sceaux (Hauts-de-Seine) and Royan (Charente-Maritime). In the first city, the measure was applied two days, Wednesday and this Thursday. In Royan, the decree was to enter into force on Thursday. Violators risked a fine of 38 euros.

But Thursday, Interior Minister Christophe Castaner said he "asked the prefects to speak with mayors so that they withdraw their orders during the entire period of confinement". While other cities - such as Paris, Cannes or Nice - have recently announced that they are considering making the mask compulsory, Christophe Castaner has not dismantled the hypothesis of such a measure in France in the coming weeks. He puts forward the possibility of working with these mayors, "according to the national doctrine that will be implemented to get out of confinement when the time comes" and on "local adaptations if they are necessary".

Not until the end of containment

In summary, perhaps you will have to wear a mask to jog when the time for deconfinement comes. But in the meantime, you will not be punished if you run your nose and mouth in the open air.

Contacted, the prefecture of Charente-Maritime confirms that the municipal decree has not been applied to Royan, after a discussion between the mayor and the prefect this Thursday. “The mayor cannot, with his police powers, take more restrictive measures than those of the State within the framework of the law on the State of health emergency. Only the prefect can locally harden travel measures if necessary, ”explains the prefecture to the Parisian.
