District - The solution working group (LAG) "Club Change", which was set up by the Bavarian Football Association (BFV) as a result of the pandemic season break, presented concrete suggestions for club changes in the Bavarian amateur area of ​​men and women. Accordingly, before the continuation of the currently suspended round, there should also be a change window within the established period from June 30 to August 31, 2020, even in the phase of the Corona mandatory break - but on the modalities of the winter change window.

Association must give approval

This means that the releasing club must always give the player who wants to change the approval. Otherwise, a six-month lock applies. The rule remains that a player must deregister from his / her club by June 30, 2020 at the latest. Likewise unchanged, the club must give or refuse the player's consent within 14 days of the declaration of withdrawal. 

All passport applications for women and men received by the BFV since May 15, 2020 are to be processed in accordance with this proposed regulation. The BFV has currently suspended the option to switch due to the Covid 19 pandemic pending a further decision. In contrast, the regulation must remain the same for contract players who can continue to change without consent for labor law reasons - but only if they were also managed as contract players at the new club. However, a change of status from amateur to contract player also requires the consent of the releasing club. 

Maximum protection of the clubs

This also protects the donating club. "Without wanting to anticipate the board as a decision-making body, this path that has been worked out and supported by everyone is ultimately nothing more than the repeated opening of the well-known winter change window with the maximum possible protection for our clubs," summarizes BFV President Rainer Koch, who LAG headed: “Almost all clubs have not yet been able to play a competitive game this year, so nothing will change compared to the change of players in winter. We are experiencing an extended winter break with the interruption. We are therefore all firmly convinced that this solution also creates the best possible balance of interests. The legitimate fear of the clubs that they would be left defenseless and helpless is thus removed. It was very intensive, but above all extremely constructive rounds with the LAG representatives, all of whom shared this proposal, even if one or the other had pleaded not to allow any change in the summer. We all stand by this chosen path. I would like to expressly thank everyone for that. ” 

Short-term departures during ongoing operations excluded

In addition to the volunteers and employees from the main office of the BFV, a total of twelve club officers from all over Bavaria were actively involved in the process in the LAG "Vereinswechsel". The club representatives who had registered for the participation not only covered all regions in the Free State, but also all leagues from the 3rd division to the B-Class - and are also home to junior, junior and women's football in their clubs . The proposal that has now been drawn up offers yet another major advantage for the clubs: Up until now, it was always the case in summer that contract players could change until August 31, even with seasons already started and games already completed. 

These short-term departures in ongoing operations are now excluded because the season in Bavaria is to be continued with a notice period of four weeks at the earliest on September 1, 2020 - provided the state regulations already allow this. The present solution will be presented to all interested Bavarian club representatives in information webinars next Tuesday, the BFV board will then advise on the proposal next Thursday and will make a decision. This decision initially applies to the area of ​​women and men, any adjustments for the youth area can only be made when the LAG "League and Cup Junior Play Operations" has reached a result regarding the handling of the currently interrupted season.
