109 of the 158 clubs cast their votes.

70.6 percent voted for the change, the others wanted to keep the current age structure.

One of the clubs that have spoken out against the lowering of the age groups is VfB Hallbergmoos.

"We thought about a few things in the run-up to the vote and came to the conclusion that we cannot agree to the lowering because it has organizational and above all sporting effects for us," says VfB youth soccer director Sebastian Papenmeyer.

At the end of 2019, efforts had already been made to adapt the youth classes in the Upper Bavaria district and the project had been presented in workshops.

As is well known, the planned vote was postponed in spring 2020 due to the pandemic, but at the beginning of this year the football clubs in the Donau / Isar district received a form in which the age group was to be changed or retained.

13 votes are decisive

Last Friday evening, the clubs received the final vote.

Ultimately, 13 votes for the required two-thirds majority were decisive for the new model.

In each case, only a simple majority was enough to change the form of play of the U14s (C-youth) from 11:11 to 9: 9 (52.3 percent approval), and that U19 players are used in the U18 juniors under certain conditions should (67 percent agree).

"For me, this result is an expression of a lack of clarification and a not fully thought-out implementation," emphasizes Papenmeyer.

That means: “The children, coaches and those responsible in the soccer departments will be faced with very complex challenges at the turn of the season 2021/22 in summer.

And that at a time when it is generally difficult for sports clubs to keep members and to get them excited about activities, ”says the VfB youth leader.

At the district level, the clubs must put together youth teams in the form that has now been decided: for example, a C-youth (U14 / U13 2008/09) who will no longer play on the large field (eleven people), but - like the D-youth too - has to use the shortened compact field with smaller goals and only nine players for the competitive games.

From the district level, however, the current age groups still apply (C-youth U15 / U14 - 2007/08).

At VfB, the C - as it currently looks like - is about to be promoted to the regional league.

“So we not only have the challenge of putting together one or two teams in the respective age groups, but also have to take into account the different playing field and team sizes.

This is exactly where you notice: The decision to leave to the districts and not to force implementation at the district level is counterproductive. "

Thought for the short term

Papenmeyer suspects that especially small clubs in rural areas would have been led by the temptation to be able to bring young people to the men's area through the change and thus keep them in the club.

But in his opinion, this view is only intended for the short term, because this regional change will make it more difficult to get through to the district level.

He also sees it as complicated in the future to find test match opponents in other circles for the C-youth.

An alternative, which was also discussed, would be “far more successful” for Papenmeyer.

He means the amalgamation of A and B to form A / B youth, i.e. the age groups U18 / U17 and U16.

Because then, in his opinion, the area in which a large part of the football training takes place (up to C-youth) would be left in its current status.

The VfB youth leader is not the only one who questions the innovations.

And he is also curious whether the implementation will take place at the planned time, because after all, the planning and preparation for the new season depend on it.
