At 1: 2 (1: 1) in Venlo, Jackie Groenen (16th minute) and Daniëlle van de Donk (61st) scored the goals for the second place in the World Cup.
Laura Freilang had meanwhile equalized (44th).
In the final phase, the DFB team missed the compensation despite promising opportunities.
With the three-nation tournament, in which Belgium also participated without a win, the football associations wanted to advertise the joint application to host the 2027 World Cup.

Lieke Martens kept moving from the left wing into the penalty area, Vivianne Miedema served as a pass point in the front third and initiated almost every chance the Dutch had.
There were enough of them in the first round, but only Groenen scored (16th).
Keeper Merle Frohms prevented a higher lead with strong saves.
Voss-Tecklenburg has "a few problems"
The national coach Martina Voss-Tecklenburg had to struggle with ailing players, before the game she spoke of a "few problems".
The DFB team had to do without numerous players due to entry restrictions.
The national coach didn't want the value of the tournament too high: "It's a test match, not a World Cup semi-final," said Voss-Tecklenburg on Tuesday.
Nevertheless, Germany played well, even before the break, Laura Freilang equalized after a cross from Svenja Huth (44th).
In the second half, Germany even dominated the game for a long time, Dzsenifer Marozsán missed the best chance with a shot from the edge of the box (53rd).
However, the Netherlands took the lead again: Frohms parried a Roord shot well, but after Frohms's ball hit the crossbar, van de Donk headed in (61).
The Dutch women repeatedly created chances for the DFB-Elf through an error-prone build-up game, but Lea Schüller (69th) and Klara Bühl (84th) gave away the best.
