- The 2019/21 season will not end in a sporty way. This has been announced by the Bavarian Football Association (BFV). Paragraph 93 of the rules of the game, also known as the “Abort Paragraph”, regulates who is promoted and relegated in this case. The magic word in it is quotient regulation. The quotient is calculated from the number of points divided by the number of games played. Many club representatives find this regulation not fair - Rudolf Hauke, chairman of TSV Eching, even calls it "unspeakable". The zebras have been leading the table of the District League North for half an eternity, but should not rise. On the other hand, SVA Palzing would be lucky below - and would keep SV Sulzemoos at bay without having to go into the end of the season. The Sulzemooser are angry.

BFV fears overcrowded leagues

Instead of the District League North, the Landesliga Südost or District Class 3 would also be good examples.

There too - as in many leagues - there are shifts.

Affected clubs in Bavaria are working on their own to provide concepts for an alternative regulation.

But they are not heard by the association, which runs campaigns with titles such as “Pro Amateurfußball”.

“We are definitely well advised not to get involved in completely overcrowded leagues.

There is a high probability that that would go wrong, ”warns BFV President Rainer Koch.

With a little creativity, however, alternatives to § 93 would be possible - without leagues that are too bloated.

Why not introduce a tolerance range behind the direct promotion places and the last relegation place?

In this way, the BFV would prevent the leagues from becoming too full in the coming season.

And don't reward clubs that didn't deserve to stay in the league from a sporting point of view.

Clubs like the Turkish SV Ingolstadt in the District League North.

The Ingolstadt team only got three points in 23 games.

FC Finsing also has no realistic chance with 14 points behind the saving bank.

Clubs like SV Sulzemoos would benefit.

The Sulzemooser have a quotient that is 0.05 points worse than Palzing.

A touch of nothing.

Tolerance range as a suggested solution

If a corridor were to be set at 0.10 meters, Sulzemoos would be saved.

In the District League North, only two teams would be relegated instead of three.

This 0.10 point corridor would not help TSV Eching: With a ratio of 0.14 behind FC Schwaig, the zebras would miss the ascent.

However, the size of the tolerance range could also be 0.20 counts.

In this case the Echinger would be lucky.

Extreme case in district class 3

Such a regulation would also have positive effects on other leagues with teams from the Freising district.

According to § 93 it would be dramatic in the table cellar of the district class 3: The SC Freising (1.06) would push the tied SpVgg walls (1.00) from the relegation place and keep the class.

The second relegated next to walls would be bottom bracket SG Eichenfeld.

A corridor solution with a tolerance range of 0.10 would save walls.

Eichenfeld, who only scored one point in the entire season, would be relegated.

Instead of two there would be only one relegated team.

In the Landesliga Südost, the ASV Dachau would have to go down according to the BFV regulation, with the corridor solution it would be saved.

So with Waldkirchen at the bottom there would only be one club that would have to bite the bullet.

There are three promoted players in the Southeast regional league

Whether this proposal is only used in the basement or also at the top of the table would be the subject of further discussion. In the Landesliga Südost, the current Second VfB Hallbergmoos (quotient 1.93) would displace TSV Eintracht Karlsfeld (1.86) from first place according to § 93. SV Erlbach (1.88) would be the new second. After the corridor variant, there would be three climbers - just like in district class 3: In addition to TSV Au (2.26), there would be SV Vötting (2.22) and TSV Nandlstadt (2.21).

For a final solution and size of the tolerance range, all amateur leagues would have to be considered.

A considerable effort.

Many club representatives have been investing this for months to come up with suggestions.

Three Upper Franconia, for example, recently presented the BFV with an elaborate model for restructuring the national leagues.

And the Lower Franconian regional league team ASV Rimpar addressed President Rainer Koch directly with a position paper.

50 fellow campaigners quickly signed the proposal.

So the clubs are concerned.

This is also why there are high expectations of the BFV superiors, who undoubtedly have an anything but easy job.

There will always be borderline cases

The BFV could, however, send a positive signal to the clubs.

Away from legally secured regulations towards "pro amateur football".

The fact is: there will also be borderline cases with other concepts such as the corridor variant.

And the BFV would not please all teams even after this approach.

But he would have voted a few more teams per league more satisfied and at least prevented the leagues from being overly inflated in the new season.
