The Bavarian Ministry of the Interior has now issued a special permit for the regional leagues. For the other 24 clubs from the Bayernliga downwards, including FC Penzberg, the locally responsible district administrative authorities must give their approval. "We know about the very high hurdles, especially for the clubs from the Bavarian League downwards, which ultimately depend on their local authorities and are facing a major challenge in implementing the hygiene concept," emphasizes BFV treasurer Jürgenaltenbacher, who is on the board for the Game operations in the Free State is responsible.
“It was important to us that we determine the DFB Cup participants in a sporty way and not by drawing lots at the green table.
But we also have to take account of those clubs that do not want to or cannot make this effort because the local authorities do not allow it.

Toto Cup: Unclear situation is causing problems for clubs
The unclear situation makes the club representatives to create. Some have already indicated that they no longer want to take part in the cup. FC Penzberg, on the other hand, wants to continue to fight for participation in the competition in which it meets Bayern league club SV Pullach in the second round. "We have arranged everything that was necessary to be able to play," says the FCP's sports director, Sepp Siegert. The Penzbergers have already contacted the responsible district office in Weilheim. As was to be expected, the authorities initially rejected them. “We then informed the district administration again exactly about the competition. Now it's going to be checked again, ”said Siegert. An answer is still pending. “Of course it would be bitter for us if we weren't allowed to play the next round. SV Pullach was also open to participating in the Toto Cup. SVP manager Robert Bäumel, however, considers the implementation to be "very unlikely" because, logically, the clubs would not be allowed to compete at all without permits for match and training operations. In addition, the clubs are running out of time. The re-registration deadline for the regional league teams ends on Friday, May 7th, for the other clubs on Monday, May 10th 2021 (12 noon). The two Bavarian participants in the DFB Cup must then be determined by June 29th.
