The end of the season can no longer be averted.

The Bavarian Football Association is now presenting two models for the clubs to vote on.

The first teams can cheer.

District

- There is no question that the 2019/21 season can no longer be saved.

Now it's all about the scoring of the points round for women and men.

The board of the Bavarian Football Association (BFV) debated the results of the working group headed by Vice President Robert Schraudner on Thursday - and is now passing the ball on to the clubs: They are asked in an opinion sheet about the exact modalities of the season's evaluation.

There are two options to choose from - one that is based on the demolition paragraph and one that would make more clubs happy.

The first tables according to the quotient rule rise in both cases.

Only newcomers, no relegators?

In addition to the currently applicable regulation in § 93 of the game regulations, which in paragraph 3.3 provides for a rating for promotion and relegation according to the quotient rule without relegation, the club representatives can also vote for the alternative solution "only promoted, no relegated".

The end of the season as well as the table sequence necessary for both variants result in any case from the regulation in § 93, informs the BFV.

Before the digital survey takes place in all districts on 14./15.

Online seminars were held in May to demonstrate the effects of the models.

The online survey of opinions - every member club that takes part in adult games has one vote - is to be carried out from May 14th to 18th.

BFV relies on grassroots democracy

The six-person working group chaired by Schraudner was set up after the BFV had received a large number of open letters and individual applications from associations in the past few weeks. Their palette ranged from models with increased ascent and no descent through the full implementation of Section 93 in the current version to the continuation of the season beyond June 30th. “It was clear to us that we would not simply ignore these opinions. Therefore, it was our goal, taking into account the multitude of legal and technical issues, to examine the extent to which it is possible to bring about a decision on a broad, democratic basis. That the board supports the result of the working group and has decided to decide on the survey among the clubs,is the best way for us. The board of directors has decided that an alternative model will be offered - and that it feels bound to it regardless of the outcome, ”says Schraudner. "It is all the more important now to show in information events which decision has which consequences."

These are the consequences of the variants

With the full implementation of § 93, the individual divisions in their team strengths would remain almost unchanged, since there are direct promoters and relegators and the relegation games that are not held up and down cancel each other out.

In the case of a majority vote in favor of the alternative, according to which all clubs that are on a promotion and relegation place according to the quotient rule can be promoted and relegation is not carried out at the same time, the number of teams in the individual classes increases.

The BFV board has already decided that for the leagues with higher team numbers in the 2021/22 and 2022/23 seasons, a more severe relegation must take effect in order to achieve the target strength again for the 2023/24 season.

What happens after the vote?

Should the majority vote in favor of the regulation currently anchored in § 93, the board would be able to formally resolve on May 18 that it be canceled and evaluated.

If the majority of the clubs vote in favor of the option “only promoted, no relegated”, the board would have to convene an extraordinary association day on May 18, which would then have to decide.

The board of directors asks the delegates to follow the opinion of the associations.

"An extraordinary association day is necessary in the event that the alternative model is largely approved, because only this body can dissolve existing regulations and issue new ones," explains Vice President Reinhold Baier.

Time for alternative game models?

"We have to reckon with pandemic-related problems in the new season as well," says BFV treasurer Jürgen Foldbacher. Therefore, the BFV is basically aiming to enable a limited number of alternative game class models from 2021/22. “Our game masters have developed different models for the future. We will now examine these. In the second step, we leave it up to the districts and districts, in direct coordination with the clubs, which of the available models they choose for themselves, ”saysaltenbacher. There could only be a limited choice. The BFV will prepare the alternative models to the conventional season with a round trip in the association game committee. That has no effect on the leagues with increased relegation.
