The ethics committee of the German Olympic Sports Confederation recommended that the DOSB Presidium, following allegations by employees about internal manners, submit to a vote of confidence at the general meeting.
"There should be early elections in December 2021," says the nine-page report published on Monday by the committee chaired by former Federal Minister of the Interior Thomas de Maizière.
"Only an early election of the entire presidium can lead to a lasting foundation of trust in German sport."
In an anonymous letter on behalf of DOSB employees, the accusation was raised against the DOSB leadership around President Alfons Hörmann of having created a "climate of fear" through internal manners.
Hörmann in particular had been accused of a number of misconduct.
Thereupon the Presidium and the Board of Directors called on the ethics committee to clarify the situation.
The 60-year-old Hörmann has been head of the DOSB since December 2013, before he was President of the German Ski Association from 2005.
