At the eastern end of Steinbruchstrasse, where the developer Rainer Schwinghammer placed three new apartment buildings on the slope, nothing has changed: the residents still have to park their vehicles outdoors.

The underground car park is still locked.

In the long run this is not a condition: “At some point winter is just around the corner.

If we still have the cars on the road, it will be a disaster, ”predicted Mayor Pape (CSU) at the latest council meeting.

The body wants to help the residents, but the matter is complicated.

Driveways closed since spring

The facts: Schwinghammer did not build the underground car park as he should have built according to the approved plans (we reported). The slope of the ramps is much steeper than planned. The district office then imposed a construction freeze in the spring and had the driveways blocked. Schwinghammer would now like to cover the ramps to protect them from the effects of the weather, but for this the municipal council would first have to approve an exemption from the regulations of the current development plan. The committee has set conditions for a possible place. Among other things, an additional drainage channel and ramp heating are to be installed. The problem: Schwinghammer has so far not met the requirements satisfactorily from the point of view of the municipal council. The councils have long since lost confidence - and:The district office excludes the approval of a ramp heating with a gradient of 20 percent.

The municipal council is now faced with a difficult decision: If it gives the green light for the exemption, the underground car parks could theoretically be used by the residents after the ramp roofs have been completed. That sounds like a pragmatic solution at first. The other side of the coin: The local council would possibly weaken its building planning law competences and make itself open to blackmail in further projects. “I feel sorry for the residents,” said Andreas Pröbstl (CSU) in the council meeting: “But what kind of signal would we give if we agreed? Otherwise, the third mayor argues, future builders would just have to sit out any problems under construction law and wait for the community to give in: “That would be bad”,So Pröbstl - because it would suggest “that you can actually build as you want.” Robert Erhard (UWPEO) hit the same note: If the exemption for the roof would be granted, “then we will make a giant barrel in Polling on."

Municipal councils have not yet been convinced

By the way, Schwinghammer was given the right to speak at the municipal council meeting.

Among other things, he gave a lecture on the conception for drainage of the driveways and asserted: “We will meet our obligations.” But the developer was not able to convince the councils.

At the suggestion of Tobias Schägger (WGO), the matter was postponed again with a majority vote in the building committee.

Two residents also spoke up at the council meeting.

The tenor: a roof would be in the interests of the residents.

But even if the ramps were to be flattened a bit, the access would hardly be possible for larger cars, not least because of the tight curve and narrow lane width.
