In 1989, after the Hillsborough disaster, which left 97 people dead after a crowd movement at the very start of a match between Liverpool and Nottingham Forest, standing stands were banned in all English and Welsh stadiums.

Three years later, the ban had been limited to the two top divisions.

The reintroduction of stands where supporters can stand was part of the Conservatives' program for the 2019 legislative elections and had received the support of figures from all political stripes.
