Avi Nemani needs no introduction. Although he is considered a superstar, he played in the Toto Cup, scored 25 goals, and won two Toto Cups.

Tobi scored 29 goals in the Toto Cup (in the first league. He has 11 more in the second league), in the uniforms of 9 teams: Shimshon Tel Aviv, Tzafririm Holon, Hapoel KPS, Hapoel Jerusalem, Hapoel Tel Aviv, Maccabi Tel Aviv, M. S. Ashdod, Hapoel Nazareth Elite (today Nof HaGalil) and Maccabi Ahi Nazareth.

This earned him only one victory in the Toto Cup in the uniform of Maccabi Pat.

4. Hazi Shirazi - 30 goals

Holtzman is one of the greatest scorers in Israeli football of all time: he ranks fifth among the scorers of the Premier League with 169 goals, and another 71 goals in the other establishments, without having played at all in the second division, in Israel or abroad. This in itself is extremely impressive. His 39 goals didn't win him even once in the Toto Cup, but he has two championships and a state cup.

Aeron was serious wherever he played.

His 42 goals in the Toto Cup are barely 12.5 percent of his total goals in his career (336), and in any case, he scored these 42 goals in the uniforms of 5 teams: Bnei Yehuda, Maccabi Haifa, Maccabi Tel Aviv (yes yes...), Beitar Jerusalem and Hapoel KPS.
