The negotiations between the parties have been going on for several weeks, and after the Diamonds finished their way in the Conference League qualifiers with a loss to Istanbul in Shakhsir, The deal is on its way to conclusion. In the past, Netanya refused various offers estimated at 1.2 to 1.4 million euros for the midfielder.

Although Russian football was removed from European institutions due to the invasion of Ukraine, the local league continues to be played as a series and after three rounds Dynamo is ranked fifth.
The team is coached by none other than Slavisha Yokanovich, who in the 2015/16 season led Maccabi Tel Aviv to the second appearance in its history in the group stage of the Champions League.
As mentioned, Kartsev joined Maccabi Netanya last year as part of the Kanikovski deal and had a particularly successful season.
Although he was absent for a period due to injury, last year Kartsev made 24 appearances in all competitions in which he scored two goals and helped Bnei Lem's team finish in fourth place and get the ticket to Europe.
In addition, Kartsev made the jump from the youth team to the senior Israel team, where he has already made three appearances.
