The European Football Union (Uefa) has started investigations after the incidents in the Champions League game between Eintracht Frankfurt and Olympique Marseille (1-0).
The federation's disciplinary committee accuses Eintracht fans of racist behavior.
Other charges include throwing objects, setting off fireworks and damaging property.
Olympique fans are also responsible for throwing objects and setting off firecrackers.
Uefa sees other violations in the use of laser pointers, in the riots of spectators and in the blocking of escape routes.
SGE board member Philipp Reschke spoke of a “state of emergency” in Marseille.
German spectators apparently showed the Hitler salute there, the fan camps shot at each other with pyro rockets and firecrackers, and a supporter was seriously injured.
Exclusion of viewers threatened
“That will concern us a lot more in the next few days,” said Reschke, “because we are now in very dangerous waters with our previous convictions and our exposure at Uefa – both in terms of probation for our home games and possible consequences For future away games.« Eintracht is threatened with a spectator exclusion after Uefa had already sentenced the club to a ghost game on probation after a space storm following the Europa League semifinals against West Ham United.
SGE will play their next home game in the Champions League on October 4 against Tottenham Hotspur.
