FIA is very afraid of losing spectators

Teams are currently allowed to use three engines per season without penalty.

Everything else, even individually replaced parts, will be punished with a grid penalty.

In the future there will be several penalties for several components - so the Formula 1 teams will not have an incentive to replace the entire power unit at once.

In addition, the number of engine units should be limited - a new engine part would then have to be exchanged for a used one.
