State Secretary Torsten Weil (left) was also in the four-man bobsled that was involved in the accident on the luge track in Oberhof in Thuringia.
This was confirmed by the Ministry of Infrastructure and Agriculture on Friday.
The other passengers were an employee of the ministry and an employee of Thuringia Forest.
The bob was steered by a professional bobsledder.
On Thursday evening, a 45-year-old man died in the accident about 50 kilometers south-east of Erfurt.
He suffered such serious injuries that he died in hospital, police said.
A 41-year-old was also seriously injured.
According to the previous investigations, the guest bobsled had run into two hose rings, so-called ice tubes, in the finish area.
The man who was killed is said to have been in one of these hose rings, with which laypeople can also use the railway.
Thuringia's politicians reacted in horror to the accident.
"The terrible accident on the Oberhof bobsleigh track took a person's life," said Prime Minister Bodo Ramelow.
He mourns the deceased with the relatives, hopes for a speedy recovery for the injured and thanks the helpers "who worked tirelessly last night," Ramelow wrote on Twitter.
