Entanglement. This is the only way to define the situation that the Football Association, Beitar Jerusalem and the Disciplinary Court find themselves in, following UEFA's clarification that the ICC and the Football Association do not have the authority to deny Beitar Jerusalem the right to play in Europe, unless it has been denied the trophy beforehand.
Since the decision of the chairman of the association changed Zuaretz from the night after the cup final, according to which the decision would be sporting and the trophy was awarded to Beitar, there is a complicated situation here when, until the wee hours of the night, the association's prosecutor, the legal team and senior Mossad officials tried to understand the implications and possible solutions.

Beitar Jerusalem, for its part, has received positive news overall, but it still does not know how to attack it. As of late at night, Beitar decided that they would wait with the appeal they were supposed to file this morning until they understood all the details. Moreover, the IFA can only register Beitar as a fourth team for Europe and is unlikely to do so.
At the same time, as far as UEFA is concerned, there is nothing preventing only three teams from registering for Europe (when there are consequences), but in any case they are not willing to accept a situation in which a team that has not been awarded the trophy receives the ticket, and as a result everyone is trying to find solutions in which all sides will be satisfied.
It should be emphasized that the court made a mistake, it imposed a punishment that was not under its authority. As soon as Shino Zuaretz gave Beitar the trophy and he had no way to take it from her, participation in Europe was not supposed to be on the agenda at all, but the court did not do their homework before the hearing, hence the current complication.
Beitar Jerusalem can wait on the sidelines and not appeal and wait to see if the IFA registers it for Europe. As far as Beitar is concerned, Zuaretz and the heads of the association are entitled to make a decision that due to the fact that the court gave a punishment that is not under his authority, it is canceled and the team is allowed to play in Europe.
At the same time, such a decision will lead to contempt for the disciplinary court, when in any orderly process, even if the disciplinary court erred, the only way to change this is through an appeal to the Supreme Court, where they will almost certainly restore Beitar's right to play in Europe, but on the other hand there is also the possibility of being stricter and due to the limitation simply taking away the trophy and then also preventing it from participating in Europe.

All parties – Beitar, the Association prosecutor, the Association and the ICC – want to find a solution in order to get out of the conflict that has been created. Talks about a possible plea bargain took place yesterday, but in order for that to happen, Beitar will have to file an appeal, Beitar will only file an appeal if it knows that there is a plea bargain that is acceptable to the Supreme Court in advance, and then the saga can be concluded.
How will it end? This morning the talks will continue, all options will be re-examined, there will be talks between all those involved and it is believed that eventually a solution will be found whereby Beitar will play in Europe. If this does not happen, Beitar will go to court, which will make the saga more complicated.
