Almost eight months before the 2024 Olympic Games get underway in Paris, the IOC's executive committee decided on Friday after a week of consultations that athletes with Russian and Belarusian passports would be allowed to participate.

According to a press release, athletes who meet the Olympic criteria will be able to compete in the French Games this summer, but under a neutral flag. It was also announced that athletes found to support the war in Ukraine would be suspended from competition. It was also decided that beyond athletes who meet the criteria and can compete under a neutral flag, senior officials from the Russian and/or Belarusian associations will not be invited to the Olympic Games.

Last August, about a year after the Games were devalued, it was reported that athletes from Russia and Belarus who wanted to take part in the competitions would have to sign a document declaring their opposition to the war in Ukraine, otherwise they would not be able to compete in the Olympic Games. At this stage, there was no reference to a document they had to sign, but it was made clear that those who supported the war in Ukraine would not be able to compete.

At the beginning of the year, athletes from Russia and Belarus returned to compete in various competitions around the world, but under a neutral flag. Meanwhile, only eight athletes from Russia and three from Belarus have achieved the criterion and secured their participation in the Paris Olympic Games.
