The Blue Card would be a revolution in the rules, but it won't happen that quickly.
However, in England they are considering a partial introduction.

Within a few hours, all the coaches were asked for their opinion and social media was flooded with memes about which players would collect the most blue cards.
But the fans still have to be patient with their gloating.
FIFA has now denied the report.
FIFA denies introducing the blue card for the new season
The world football association describes the reports about the decision to introduce the blue card as “wrong and premature”.

reported that the International Football Association Board (Ifab) had approved the introduction of the new blue card.
The blue card is intended to result in a ten-minute time penalty being imposed on players if, for example, they have prevented a clear chance to score with a less serious foul or verbally attack officials.
In the initial report, citing the Ifab, it was written that two blue cards lead to a red just as much as a blue and a yellow.
Time penalties would not be a completely new phenomenon in football.
Short-term sanctions have been used in youth football for decades.

However, the reports are not as wrong as FIFA claims.
This is also evident from the statement by the World Football Association.
“If such trials are carried out, they should be limited to responsible testing at lower levels,” FIFA continued in the text.
So there is a lot of room for interpretation.

Things become more concrete in the considerations of the English Football Association (FA).
He is toying with the idea of making the FA Cup and the women's cup competitions available on a voluntary basis.
Even if initially voluntary, the introduction of a new card would be almost revolutionary.
Comparable only to the implementation of yellow and red cards at the 1970 World Cup.
