Seats: there is no contribution decree, no doubts on time for 30 €

The rule on the adoption of anti-abandonment seats had been accompanied by reassurance that the state would recognize a contribution of 30 euros for the purchase of the devices. However, the fog has fallen on times and methods: on 9 January, in fact, it was the deadline to indicate the method of delivery. In recent days, the Vice-President of the Transport Commission in the Chamber Deborah Bergamini presented a question to the minister on the "Failure to adopt the implementing decree on contributions for anti-abandonment devices". Question to which the ministry replied, recalling, among other things, that the sanctions will be imposed only from 6 March.

"At the time of the entry into force on 7 November of the law that requires the use of anti-abandonment devices for car seats - explains Bergamini on Facebook - the government had committed itself to allocating resources to help families in the purchase, binding the disbursement of contributions to an implementing decree. The government committed itself to disburse these contributions first in November, then by January 9. However, to date - Bergamini continues - there is no trace of this promised intervention ".
Asaps, the Association of Supporters and Friends of the Traffic Police, in reconstructing the incident recalls that "the tax decree provided for the allocation of 15.1 million euros for the year 2019 and 1 million euros for the year 2020 for the recognition of contributions of 30 euros for the purchase of the devices; furthermore, the implementation methods of the disbursement of the contributions was delegated to a decree of the Minister of Infrastructure and Transport which the law converting the decree-law had brought to 9 January 2020 ".

To respond to the Commission - reconstructs Asaps - intervened the Undersecretary of State for infrastructure and transport, Salvatore Margiotta who specified how "the MIT has prepared the ministerial decree for the discipline of the relative implementation modalities, on which the concert has already been acquired of the Ministry of Economy and Finance, and on which the Guarantor for the protection of personal data expressed himself on January 16 ". As regards the implementation methods, the "reuse of IT programs owned by public administrations" is envisaged.
For reimbursements, in collaboration with SOGEI spa and CONSAP spa, web applications already in use by public administrations (such as 18App and Teacher Card) will be adapted for the purpose of recognition and disbursement of the contribution. The Undersecretary also recalled that the sanctions on the obligation to equip oneself with child seats will only apply to violations ascertained as of March 6.
