The welfare system in Italy has been marked by a long construction process, which has two stable characteristics: incompleteness and fragmentation. The result is a set of social measures that appear uneven, sometimes inconsistent, very often ineffective and inefficient.

The method is the analysis of the most recent legislative interventions, to return an overview of the social policy system, trying to understand its guidelines, the operating mechanisms, the shadow areas and the strengths.
