And the checks of certificates undeniably less massive: during the 55 days of the first confinement, there were 20.7 million and 1.1 million verbalizations for non-compliance with the confinement (i.e. 20,000 PV per day) against 2 million checks and 278,000 reports between October 31 and December 8 (7,128 daily reports), according to data sent to the Parisian by the Ministry of the Interior.

It was in the parking lot of a Finistère beach that on November 13, Theo (borrowed name) crossed the road of the gendarmes.

"We are going to laugh more than anything else", relativizes today the young man, who was able, thanks to a student job, to pay only his fine of 135 euros for "travel without proof in conformity in a territorial district in state of 'health emergency ".

He still regrets that the confinement rules have been decreed "by Paris for Paris".
"From where I am, I find it ridiculous, there were two of us on a 3 km long beach, the risk of contamination was low…" Theo waited until surfing was authorized again to get back into the water.
“I was too scared to be fooled again… Now I'm very careful and I always have my certificate on my phone,” he insists.
In the event of a repeat offense within 15 days, the second fine is increased to 200 euros and 3,750 euros, as well as a six-month prison sentence, if three similar offenses are noted within the month.
Manon, student: "Now, I remain cloistered"
“I don't even have the license, so it's really my first fine…” Manon, an 18-year-old student, didn't think that a trip close to her house would cost her so dearly.
“On November 28, I left 150 m from my home to walk with a friend and I passed the gendarmes.
They checked me and I had not made a certificate.
I tried to fill it discreetly on my phone by changing the time, but they saw me and they got annoyed, ”relates this resident of Charolles, in Saône-et-Loire.

A simple oversight according to her, which earned her a salty record and parental anger.
“My father reprimanded me, reminding me that I could have a recurrence at the next check-up.

Dr Étienne Aujean: "Heavy consequences for people who work"
For Doctor Étienne Aujean too, his only control of the confinement led to a verbalization.
On November 17 around 10 a.m., the 52-year-old caregiver went to his office in Nice when he was arrested during a massive roadside check, intended to verify his certificate.
"I showed the police my identity card, my caduceus (professional badge placed on the windshield), my professional card, a whole bunch of official stamps… All the doctor's stuff, what, but I didn't have the famous employer's certificate, since I am a liberal, ”he recalls.
A breach, judged the police officer, who fined it.
"We had received a little earlier an email from the departmental council of the Order telling us that in the event of an inspection, a professional card was sufficient", he reports, adding that the officials, whom he considers "a little obtuse ”, did not want to hear anything.
The doctor, who claims to have been "checked all the time" during the first confinement, without ever being fined, received his fine eight days later and intends to challenge it.
He was contacted by the town hall, which said it was powerless, because he was fined by a national police officer.
And said not to believe it too much.
“I will write a letter to the center of Rennes, which manages the reports, but I think that my request will not be supported.
Otherwise too bad, I'll pay the 135 euros.
But after three times, I can end up with six months in prison suspended… ”, breathes Dr. Aujean.

Josiane, employee: "We played, and this time we lost"
Josiane (borrowed first name), a 33-year-old Parisian employee, fully understands that she could have been fined on November 21.
