In particular for three owners of rooms located in the retirement home who no longer receive their rents since December 2019. These three investors all have a lease with Les Pérolines for the collection of rents from residents, then payable by the company managing them. restore.

But the problem is that this so-called company has not paid rent or charges for almost a year and a half.

In total, for each of the owners, it is a hole in the cash flow of just over 43,000 euros, for a total, including the unpaid charges approaching 150,000 euros.

Since December 2019, and the first formal notice, the company Domijosc, which manages the establishment, has not given any sign of life and its president is absent subscribers.

The head of this company, who responds to the name of Magali Guillot, is far from being unknown in the region.

She is also the mayor Les Républicains of the commune of Saint-André-le-Gaz and president of the community of communes Les Vals du Dauphiné, which brings together 36 communes, and departmental councilor of Isère, in charge of Health ... A triple cap which makes complainants leap with regard to their prejudice.

Sentenced to reimburse unpaid rents

After several letters from bailiffs and several formal notices, "Madame le Maire" was summoned to appear before the Bourgoin-Jallieu court on August 11 and was ordered to pay unpaid rents.

Neither the company, nor its manager appeared or even was represented by a lawyer.

Much to the chagrin of one of the plaintiffs living in Cannes and his lawyer.

“He is very worried because he took out a loan to finance this investment and therefore cannot pay the installments that allow him to repay his credit.

One of the three plaintiffs, Cannes, the other residents in Oise and Reims, lodged a complaint for "breach of trust" against Domijosc and Magali Guillot.

“We hope that the criminal complaint will perhaps push her to respect her obligations.

What is incredible is his silence, given his position, ”underlines the Parisian lawyer who is handling this case.

When contacted, the accounting firm Fourcade, domiciled in Perpignan, auditor of the company Les Pérolines, declined to comment.

In Saint-André-le-Gaz, the activities of the mayor, reelected in 2020 for a second term, raise questions.

Especially on the side of the municipal opposition where we have been wondering for a while about the functioning of the retirement home Les Pérolines.

A union member of the CGT, this official collected the testimony of employees of the nursing home who noticed that something was not right for several years in this retirement home where the staff turnover has been high for a few months.

“The employees have noticed that the owner of the establishment does not open her mail.

These are the employees who receive the phone calls from bailiffs, telephone reminders from businesses that are not paid, ”worries the Saint-Andréenne.

Where do these unpaid sums go?

The truth may come from Tracfin.

The company Domijosc and Magali Guillot have indeed been the subject since last August of an investigation by the services of the agency for the fight against tax fraud, at the request of the prosecutor of Bourgoin-Jallieu.

The Domijosc company is described there as an empty shell whose function is personal enrichment, according to our information.

The survey carried out over the period between May 2018 and July 2019, revealed that the expenses of the mayor of Saint-André-le-Gaz, on a personal basis, represented double his official income, in the order of 10,000 monthly euros.

Numerous facts such as the payment of checks by the company Les Pérolines directly into his personal account for a total of more than 50,000 euros, or checks from a resident directly received by the director of the establishment in addition to his salary, may appear to be criminal.

These facts noted by Tracfin and described as "fraudulent maneuvers" are likely to lead to a report to the public prosecutor.

This looks bad for an elected official decorated last December with the National Order of Merit.

In this burning context, Magali Guillot would have evoked in recent days a summons to the gendarmerie in front of her employees, while arguing that she had nothing to be ashamed of.

Contacted by Le Parisien, the councilor continued to remain silent.
