The citizens' convention for the climate at the time of the assessment

2021-02-25T16:34:52.265Z

The 150 French people drawn will meet for the last time this Friday to vote on the government's translation of their proposals to fight against global warming.

The curtain will definitely fall on the Citizen's Climate Convention.

While the bill resulting from its proposals will be debated by the deputies in April, the 150 citizens drawn at random meet - virtually - from this Friday for a final three-day session.

The objective: to provide a final collective response to the translation by the government of their proposals, which aimed to "

reduce greenhouse gas emissions by at least 40% by 2030 (compared to 1990), in a spirit of social justice

”.

The time has therefore come to take stock for the members of the Convention ... even if others have already done so before them.

The government assures us, with a supporting report, that all the measures taken since the start of the five-year term are “

globally up to

” France's climate objectives.

We see a lot of debate on '' have we taken 100% of the recommendations or not '', but with hindsight, we have to wonder if what is implemented will change things,

” explains- do we at Matignon.

If environmental associations accuse the executive of wanting to unravel the work of citizens, the Economic, Social and Environmental Council (Cese) evokes measures "

relevant but often limited, often postponed

".

As for the High Council for the Climate, it invited parliamentarians this week to "

rectify the situation

", criticizing for certain measures a "

limited scope of application, even punctual, extended implementation deadlines or many associated conditions to their application

”.

For this last session of the Convention, the idea is not "

to copy the opinions of others

", nevertheless assures Thierry Pech, director of the Terra Nova think-tank and co-chair of the governance committee of the Citizens' Convention.

The 150 will give their own opinion, however “

informed

” by the analyzes of a support group supposed to help them in a “

factual and objective

” way.

They will vote not only on the climate bill, but also on the other tools implemented to reduce greenhouse gas emissions, whether by decree, via the finance bill, or in the plan. stimulus.

Concretely, the 145 members expected for this eighth session will speak out on a multitude of questions reflecting their initial objectives, but also on four more general themes concerning the government's overall response.

The report published at the end of the session, Sunday evening or Monday morning, will not take the form of a synthetic text but will reflect a set of notes reflecting the "

diversity of the views of citizens

", warn the organizers ... which is likely to dilute the message.

Remote exchanges do not make it possible to "

formalize a common response

", regrets Laurence Tubiana, co-president of the Convention.

"It's a bit of a shame,"

admits Grégoire Fraty, co-founder of the association "

Les 150

" which brings together many members of the CCC.

But could we have reached a common position under these conditions?

Not sure".

What will this last session be used for?

At Matignon, it is assured that the citizens' feedback will be useful "

to contribute to the permanent evaluation of public action

".

Concretely, it is above all a time for us, to close the convention,

moderates Grégoire Fraty.

It's not going to upset the situation

”.

"Democratic heritage"

Citizens will finally have to assess the interest of the unprecedented exercise to which they have complied for months.

Born out of the “yellow vests” crisis, this Convention, supposed to represent

“a France in miniature”,

has seen its calendar turned upside down by strikes or the pandemic and its legitimacy constantly called into question.

Despite everything, these 150 French people bequeath “

a considerable democratic and ecological heritage

”, assures the Minister of Ecological Transition Barbara Pompili.

"

Whether we consider the glass half empty or half full, there is nothing in the glass, and it is already that

", estimates as for him Grégoire Fraty, for whom the

"debate on the climate has infused into society ”,

thanks in large part to the Convention.

Everything will now be played out in parliament, where the particularly dense bill should be subject to several thousand amendments, Matignon predicts. What is certain, declares Thierry Pech, is that “

from Sunday evening, the Convention will be finished

” and it was important that this last session take place before the parliamentary debate. “

The Convention had a consultative vocation, now up to the legislators.
