For having questioned the probity of the former director general of the national police in union leaflets, the peacekeeper Alexa

“After 110 police suicides since taking office, fraud in pro elections, repression of freedom of association, falsification of crime figures, I am leaving exhausted in early retirement, three years in advance.

The montage features a photo of the former boss of the national police, Eric Morvan, accompanied by a speech bubble attributing this imaginary speech to him.

A yellow “crime scene, do not cross” ribbon completes the satirical drawing.

Can you say everything when you are a police officer, authorized to speak within a union framework?

The Ministry of the Interior seems to have decided not.

For having published this leaflet in January 2020, the secretary general of the Vigi police union (minority), Alexandre Langlois, was dismissed from the ranks of the national police by decision of Place Beauvau.

The sanction was notified to him by a letter dated March 12 and signed by the current Director General of the National Police (DGPN), Frédéric Veaux.

The latter had succeeded Eric Morvan, his predecessor targeted by the disputed publication of Vigi, in February 2020.

An unprecedented sanction

"By deliberately and publicly exceeding the limits of the exercise of trade union freedom of expression and by showing slanderous and infamous animosity towards the Director General of the National Police, but also the Minister of the Interior, the peacekeeper Alexandre Langlois seriously breached the statutory and ethical obligations imposed on police officers, including when they express themselves within the framework of a trade union mandate, in this case the duty to set an example [ ...], the duty of reserve, and the duty of loyalty [...] ", wrote the boss of the national police in his letter of dismissal.

This heavy sanction is unprecedented in the case of a union official.

In his leaflet at the time, Alexandre Langlois, whose union advocates the defense of “colleagues” and “not of the administration” and has a habit of adopting a virulent style in his publications, drew up a gloomy assessment of the action of Eric Morvan whose resignation he had demanded.

He attributed in particular the numerous suicides in the police to the management methods of the hierarchy.

The peacekeeper also criticized the former Minister of the Interior, Christophe Castaner, "more used to evenings at Noto (

Editor's note: he had been filmed in this nightclub on a day of demonstration of the yellow vests

), than of the national police ”.

The Vigi union poses as a whistleblower to denounce what it considers to be "serious dysfunctions" in the national police.

"This revocation is pronounced against the opinion of all the unions"

This publication had first earned Alexandre Langlois to sit in the disciplinary council on January 20.

But he then refused to pronounce a sanction, returning the decision to the Minister of the Interior.

The majority police unions (Alliance and SGP Police), which sit on this joint committee, unanimously refused to take part in the vote on the grounds of freedom of union expression.

The hierarchy finally decided and therefore pronounced the dismissal of the police officer, also stationed in Yvelines.

"This revocation is unprecedented in the history of the police, indignant Alexandre Langlois, joined this Tuesday.

It is pronounced by the Minister of the Interior against the advice of all the unions.

In full Beauvau of security, this indicates a desire to tell the unions:

take a chair and endorse the government's word, otherwise it is dismissal

.

The trade unionist is surprised at what he considers to be a disproportion in the sanction: "In procedures of ill-treatment by police officers, insults or racist behavior, the Minister of the Interior, Gérald Darmanin, considers that" a warning or a reprimand is enough ”.

The general secretary of Vigi announces that he will file an summary before the administrative court to contest his dismissal.

Contacted, the direction of the national police was not reachable.

Also requested, the Minister of the Interior did not wish to react.
