Car tax 2021 everything you need to know about payments

In 2020, to limit the effects of the Covid-19 pandemic, various provisions relating to tax concessions - and therefore the collection of the car tax - were issued, such as the Cura Italia Decree (Legislative Decree 17 March 2020, n.18 converted with amendments by Law no. 27 of April 24, 2020), the Relaunch Decree (Legislative Decree no. 34 of May 19, 2020 converted with amendments by Law July 17, 2020, no. 77), the August Decree (Legislative Decree 14 August 2020, no. 104 converted with amendments by Law no. 126 of 13 October 2020) and Legislative Decree no. 129 of 20 October 2020.

In particular, the Law Decree n.129 / 2020, published in the Official Gazette n.

260 of 20 October 2020, containing 'Urgent provisions on tax collection', had postponed the final deadline for suspension of collection activities previously set for 15 October 2020 by the August Decree to 31 December 2020.

Subsequently in the Official Gazette no.

11 of January 15, 2021, the Law Decree n.

3 'Urgent measures regarding assessment, collection, as well as tax obligations and payments', which entered into force on the day of its publication.

THE SITUATION REGION BY REGION

The Decree in question established the deferral from 31 December 2020 to 31 January 2021 of the terms for the notification of the deeds of assessment, contestation, imposition of sanctions, recovery of tax credits, liquidation and adjustment and liquidation, as well as of the other tax acts listed in art.

157 of the cd.

17, paragraph 10, of Law no.

449/1997.

The provision also moved from 31 December 2020 to 31 January 2021 the final deadline for payments deriving from payment notices, as well as from the executive notices required by law, relating to tax and non-tax revenues, suspended by art.

68, paragraph 1, of Legislative Decree 18/2020.

With the deadline of January 31, 2021, the payments should have been made within the following month and, therefore, by February 28, 2021.

For 2021, however, no changes have been made other than those established by law.

Therefore, the fact remains in force that the payment of this tax is always a regional competence with the exception of the Regions with special statutes of Sardinia and Friuli Venezia Giulia for which the management of the car tax is reserved for the offices of the Revenue Agency.

Finally, in the GU General Series n.

70 of 22.03.2021, Legislative Decree 22 March 2021, n.

41 (so-called Sostegni decree) which, in art.

4, has ordered the extension of the period of suspension of the activities of the collection agent (tax bills) until 30 April 2021. However, beware of the amnesty decided by the Government.

Perhaps it is prudent to wait a few days with the publication of the provision.

As for the 2020 one, the payment of the 2021 car tax also follows different rules depending on whether it is the first payment or a renewal, since in this second case the payment of the amount is scheduled according to a pre-established calendar and can be made by the last day of the month following the expiry of the previous stamp.

For example, a stamp duty due in August 2021 must be paid from 1 to 30 September 2021;

one maturing in September 2021 from 1 to 31 October 2021;

one expiring in December 2021 must be paid from 1 to 31 January 2022. It is equally necessary to check through the website of your Region whether any changes in the calendar or in the amounts to be paid have been foreseen.

A real novelty for 2021, which concerns a maximum of two payments equal to or below 150 euros in a year, is that linked to the State Cashback program, therefore valid for all license plates and Regions.

Subject to changes to the regulation, payment of the car tax at physical shops made by credit cards, debit cards, ATM cards or with specific Apps (Satispay and others on the way) at points of sale such as Sisal or Lottomatica and through post offices and, of course, ACI agencies.
