The Government renewed until mid-
March 2023
the preferential tariffs for the import of hybrid, electric and hydrogen cars, through decree 617/2021 published today in the Official Gazette.
The rule, which will come into effect as of tomorrow, Tuesday, September 14, establishes that during this period a
maximum
limit
of 4,500 units
may be imported
, of which 4,275 will be assigned to automakers based and producing in Argentina.
It is worth noting that the
remaining
225 units
(5%) will be granted to
importing
representatives
of terminals not located in the country, who had been excluded from this benefit in 2020. These are companies grouped in the Chamber of Importers and Official Distributors of Automotive (CIDOA).
Ford markets two hybrid models in the country: the Mondeo and the Kuga.
The new regulation is an update of the original decree of 2017, which established a reduction from
35% to 5%
for extra-zone imports of hybrid vehicles, from
35% to 2%
in the case of electric vehicles and from
35% to 0%
for those to fuel cells (hydrogen).
"Some of the main barriers to the adoption of new technologies are, on the one hand, the high cost of vehicles with alternative motorization and, on the other, the public's ignorance regarding their use", states the decree.
At the beginning of November 2020, through decree 846/2020, the Government had renewed the benefit until May of this year, setting the import quota for the period at 1,000 units.
Priority for local manufacturers
While the new measure once again involves importers, the regulation, which expired on May 31, 2021, prioritizes local manufacturers.
That is why 95% of the quota was granted to the terminals that are part of the Automotive Manufacturers Association (ADEFA).
Toyota is the brand that offers the most hybrid models on the market: Corolla, Corolla Cross (photo), Camry, Prius, C-HR and RAV4.
The decree highlighted that "a high use of the transitory tariff benefit granted by the State to the local automotive industry has been observed throughout the term (of the regime)."
Therefore, he stressed that "it is convenient to reestablish the validity of the tariff benefits for a specified period, prioritizing in the total quantification of the maximum limit of units that may be imported with the reduction of the aliquot of the Extra-zone Import Right (DIE) to the terminals located in the country and that have local automotive production over the importing representatives of non-located terminals ".
"In view of the development of the local automotive industry, its level of production and its vocation to incorporate vehicles with the aforementioned new engines into its offer, it was considered convenient to establish initial measures for a first stage of commercialization of the same," the decree specified .
