A new report from the General Inspectorate of the National Police confirms errors of assessment and mistakes of the police in the affair

A set of defects which, put end to end, contributed to the tragedy occurring.

A report from the IGPN, the “police of the police” confirms that faults were committed by the Police within the framework of the feminicide of Mérignac, in Gironde.

This document, sent to the director general of the national police, opens the way to sanctions.

Before being shot and burned alive by her partner on May 4 in Mérignac, Chahinez Boutaa, mother of three children, lodged a complaint.

The agent who was to take care of the victim botched the procedure, sending illegible or partial data to the Bordeaux prosecutor's office, confirms the report consulted by France Inter.

Other shortcomings, notably uncovered during an inspection mission last June, were also highlighted by this report commissioned from the IGPN.

If the complaint was still taken care of and Chahinez Boutaa's husband was monitored, negligence was observed during the administrative procedure Under judicial supervision during the complaint of March 15, Chahinez Boutaa's husband surrendered several times in front of his probation officer in the coming days.

During these visits, an arrest would have been possible and would perhaps have avoided the tragedy.

It did not take place.

A Disciplinary Council which will impose sanctions

The IGPN submitted its report to the Director General of the National Police (DGPN), Frédéric Veaux. Mr. Veaux can now convene a Disciplinary Council which will have to take sanctions against the agents concerned. At the beginning of September, a previous disciplinary council met in Bordeaux to examine the case of the police officer, convicted of domestic violence, who had received the complaint of Chahinez against her husband, two months before she was murdered. A penalty of two years of exclusion including a firm against this police officer had been proposed.

Last June, a meeting in Matignon chaired by Prime Minister Jean Castex was organized in connection with the affair.

Eric Dupond-Moretti (Justice), Gérald Darmanin (Interior), Elisabeth Moreno (equality between women and men) and Marlène Schiappa (citizenship) took part.

Six measures - some of which already exist - have been announced to strengthen the protection of victims of domestic violence.

The government plans in particular to double the number of serious danger telephones, which are used by women abused by their spouses to seek help if the latter tries to repeat it.

A judicial file specifically identifying these individuals will be created.

Finally, the executive has indicated that it will strengthen the judicial follow-up of these cases in the courts.
