These rates are "indicative of the difficulties in dealing with offenses by local judicial services", according to the note, recalling that the ministry wishes to increase the number of judicial police officers (OPJ) from 17,000 to 23,000 in 2023.

In the Paris region, the OPJs are "insufficient in number" because "the working conditions are degraded" and "find themselves affected by overstaffing in the provinces".

The Court of Auditors considers that the deployment of staff must "be more adapted to the needs of the territories and to the missions".
