Berlin – Electric cars and plug-in hybrids are still very popular with German car buyers, also because the state promotes purchases with the environmental bonus and the innovation bonus.

But starting next year, the environmental bonus is set to change quite a bit.

The funds for plug-in hybrids are to be canceled faster than previously planned, as reported by 24auto.de.

This emerges from a letter from Parliamentary State Secretary Michael Kellner (Greens) to members of the traffic light coalition, which was available to the “German Press Agency”.

The "Frankfurter Allgemeine Zeitung" first reported on the plans.

According to this, the subsidy rates for purely battery-electric vehicles are to be gradually reduced from January 1, 2023 to 2025.

The SPD, FDP and Greens had already agreed in their coalition agreement.

The federal share should still be 4,000 euros in 2023, and 3,000 euros in 2024 and 2025.

From 2023, plug-in hybrids will no longer be funded.

However, this should only apply to purely electric cars; according to the letter, the subsidy for plug-in hybrids should end on December 31, 2022.

A subsidy for these vehicles depending on the electric mileage would have led to "disproportionately high costs" and was therefore rejected.

The plans are based on the plan laid down in the coalition agreement to reform the environmental bonus in such a way that from January 1, 2023 only cars will be subsidized that have a proven positive climate protection effect.

This should be defined by an electric drive share and a minimum electric range.

Plug-in hybrids currently have to have a minimum range of 60 kilometers and maximum CO₂ emissions of 50 g/km to be eligible.

And that is often not the case with plug-in hybrids, since the small batteries only allow a short range.

It is also controversial how much they are really driven in purely electric mode.

Accordingly, state funding has long been criticized by environmental and climate associations.

But the reforms of the environmental bonus not only affect the amount and the elimination of plug-in hybrids, the minimum holding period is also to be increased from 6 to 12 months in order to prevent abuse of the subsidy.

In addition, the amount of the subsidy rates for pure electric cars will in future be based on the total vehicle price (gross) including special equipment - so far it was the net price of the basic models without extras.

The funding cap should then be 65,000 euros for the total vehicle price.

This should continue to ensure social balance “with limited funding and increasing numbers of applications”.

The plans for reforming the environmental bonus come from the Ministry of Economic Affairs of Robert Habeck (52, Greens) and still have to be agreed within the coalition.
