Seemingly, a simple story.

But when big money is involved, big money and moving someone's cheese, the story is always more complex.

In other words - as long as it was only a response to the Ministry of Transportation's tender for a heavy vehicle inspection, there were not too many jumps on the bargain - remember, only one bid was submitted - but when it turned out to be a licensing institute that will operate in other channels, The veterans.

Here, how convenient, there will always be someone who will try to stop the change.

This time it is a body that identifies itself as the "Forum of Licensing Institute Owners in Israel."

Who are the owners of the licensing institutes?

What is the forum?

Unclear, this is a body whose members are unidentified and unidentified, unrecognized and needless to say, does not appear or register anywhere.

According to the letter sent by members of the "forum" to the Ministry of Transportation and to the Attorney General, the members represented by the law firm Itai Anshel and Itai Pinchas Roth are demanding the cancellation of the company's winnings.

why?

According to them, they received a contract that was written and signed before submitting the bid of the winning company in the tender in October 2018. According to the contract, behind the winning company is a partnership in which one of the parties is the owner of a network of licensing institutes.

The problem?

This is a violation of one of the clauses of the tender which in order to prevent a situation of unfair competition or monopoly stipulates that anyone who at the time of submitting the bid, or two years before it was the owner of two licensing stations, or a shareholder in them, under his control or close He must participate in the tender.

Another section states that even someone who has a "business relationship" with someone who owns more than two licensing institutes.

The winning company, A. Bus Maintenance (whose response is given below), does not deny the existence of a draft agreement, but claims that it did not mature into a real agreement and was not signed.



To be fair, in a letter sent to the Ministry of Transportation, members of the "Israel Licensing Institutions Forum" on whose behalf the letter was sent do not deny that they are business competitors of the company, and that the reason some did not submit a bid is the same denial of ownership of more than two .

We contacted the Ministry of Transportation as well as the winning company with a series of questions, the ones addressed were not.

The large licensing institute in Holon will break the monopoly that exists today in the world of vehicle licensing, where the residents of Gush Dan are waiting for a test for their car, long queues, with heavy density and for a long and tedious time.

It's time to put an end to this difficult situation.



For the first time, Gush Dan residents will be allowed a quick test, in about 7 minutes per car, without the drivers getting out of the vehicle, using the drive-through method used in the world's most advanced licensing institutes.

Unlike all the existing institutes in Gush Dan, the institute will be open from 07.00 to 19.00 in order to allow maximum comfort and accessibility for vehicle owners.

Thus, even at the end of the working day, residents will be able to get to the test and will not have to burn an entire day for the purpose of performing the vehicle test.



Breaking the existing monopoly and opening the market to fierce competition and service at a level not recognized in Israel, led the owners of the old licensing institutes to file a false and unfounded complaint.

The complaint was filed by anonymous sources who refuse to reveal their identities and are covered under the invented name "Forum of Licensing Institutes in Israel", a body that never existed, and which first appears in the complaint.



As a matter of fact all the allegations in the complaint are simply not true or rely on hypotheses and it is very easy to prove this.

Thus, the attempt to present a draft agreement that has not matured into an agreement as an existing situation is doomed to failure.

As is clear from the draft, it was prepared even before the tender was submitted, more than 3 years ago.

More importantly, it has not matured into a binding agreement, and it is clear from it that it has not been signed by all parties.


It is no coincidence that this draft and the false complaint based on it are being circulated these days, three years after winning the tender, and only a few days before the opening of the innovative institute.

The purpose of the complaint filed by the old licensing institutes is solely to try and prevent an alternative that would place a service on a new scale that does not exist for the residents of Gush Dan, and delay the opening of the monopolistic market to fierce competition.


Needless to say, if the anonymous complainants had revealed their identities, proceedings would have been instituted against them as part of a defamation lawsuit.

The request that was forwarded was also submitted to the tenders committee, which is currently examining it.
