Many Israelis have recently suffered from a spamming attack on their mobile phones, some of which are used to steal personal and credit card information.



The new regulation of the Ministry of Communications proposes to oblige cellular companies to operate mechanisms that will require the identification of the sender of the message (strong verification in advance), will limit the sending of broadcasts anonymously and will help identify hostile and disturbing factors.



As part of the regulation, a message distributor using messaging distribution systems will be required to undergo strong and reliable verification and identify himself via a video call in front of a human entity in which he will provide his name, address and present certificates or documents identifying him.

In addition, the credit card used to purchase the distribution package will be verified after checking that the card has not been stolen.



Also, the cellular companies will not allow the distribution of text messages via mobile to prepaid subscribers in an amount exceeding 50 text messages per day.

These mechanisms will make it easier for the police to reach the senders of the text messages, which will deter the distributors and reduce the phenomenon.
