The last New Year's Eve of drinking and riding: following an increase in the number of accidents involving intoxicated riders, the National Road Safety Authority (Haralbad) will submit to the new Knesset for approval a regulation that will completely prohibit the drinking of alcohol by riders of motorcycles, scooters and scooters and electric bicycles.

Currently, there is a policy of zero alcohol only for young drivers Up to the age of 24 and for truck and bus drivers Private car drivers and licensed riders who will have 290 micrograms of alcohol in a liter of exhaled air in a breath test, or 50 milligrams of alcohol in 100 ml of blood in a blood test.

On the other hand, young drivers and professional drivers will be considered drunk if 50 micrograms of alcohol per liter of exhaled air, or 10 milligrams of alcohol per 100 milliliters of blood, are found in their bodies.

This restriction also does not allow drinking a single glass of wine or a glass of beer, and is only intended to prevent the use of certain drugs that contain alcohol from turning the user into a traffic offender whose penalty can be up to two years' driving license suspension.

Harald will submit for Knesset's approval a proposal to include the limit on riders as well. This is against the background of studies abroad that show a large increase in the number of riders hospitalized after an accident, in which alcohol is found in their bodies at a rate that exceeds the permissible limit.

Some studies claim that 20% of hospitalized scooter riders today were injured after drinking.

The director general of Haralbad, Dr. Erez Kita, told Walla that "We lead a zero tolerance approach towards driving under the influence of alcohol.

Alcohol severely impairs cognitive ability and driver competence.

Riding on two wheels requires balance and alcohol impairs these abilities from the first drop of drink.

Electric scooters and bicycles have become an alternative to driving a private car after drinking alcohol, and it is also forbidden to ride them while drunk.

In vehicles that require balance, it is necessary to limit the permitted dose to zero, similarly to young drivers and professional drivers, so we will advance legislation in this spirit in the upcoming Knesset."

The tests of the scooter companies

Until the Knesset approves the change, the initiative passes to the scooter companies.

The German TIER started back in September to offer users of its app an accuracy test designed to discourage riders from getting on the shared scooter when they are drunk, and to direct them to an alternative way of travel.

The feature was developed as a result of research conducted by the behavioral counseling unit of the London-based Innovationbubble, allowing for a tailored personal test after alcohol consumption.

At the center of the test, which runs Thursdays through Saturdays between 11:00 p.m. and 04:00 a.m., is a visual challenge designed to require the rider to adjust the phone to the angle that appears on the screen.

He is required to do this three times within a specified time frame.

Whereas LIME will launch on New Year's Eve on Saturday night its own competency test, which will also be mandatory: a user who does not pass it will not be able to open the scooter for riding.

The test will be run for the first time on the night between Saturday and Sunday between 10:00 PM and 5:00 AM.

It will open automatically after scanning the tool's barcode, and the rider, in front of whom will appear a detailed explanation about the test, will have to pass it successfully.

This is an animated video that simulates a cycling track, which suddenly shows "stop" signs.

The rider will be required to click on the road signs as soon as they appear on the screen.

Success in the test depends on the reaction time of the rider, so if he does not react quickly and accurately enough, the scooter will not open for riding.

Reaction time is an effective way to check the rider's state of consciousness, which is already impaired when the blood alcohol concentration reaches only one thousandth (0.1%), and lengthens as it increases.
