In the United Nations, there are about thirty agencies, such as the WHO (World Health Organization), the FAO for agriculture or the WMO (World Meteorological Organization), which are interested in water , but each under a different facet.

The vision of water and responsibilities are fragmented.

Even in France, many ministries are interested in water, such as those of Ecological Transition, Health, Agriculture or Energy Transition.

In 2010, there was a first step taken by the United Nations for access to drinking water and sanitation by recognizing them as human rights.
