Until today, only one world summit on the issue had been held, in 1977 in Mar del Plata (Argentina).

But this dilution of responsibilities actually poses difficulties in finding funding, reaching a consensus and joint actions for access to fresh water, wastewater treatment, sharing of river resources between countries or the exchange of data on underground reserves common to several countries.
