The Ministry of Transport will grant all public transport passengers who held a "monthly free" subscription on the day of the outbreak of the Iron Sword War, on October 7, a refund for the first period of the war, when public transport activity was dramatically reduced due to the recruitment of drivers and buses.
The refund will be given for the remaining days they have at that time in the subscription, but will not be automatically entered into the card, except when the card is reloaded. It should be noted that despite the increase in the use of payment apps in public transportation over the past year, most users still hold the Rav Kav card.
Cardholders who claimed the "monthly free" plan before the war will be able to receive the credit or discount in one of three options:
the first option is to load a new free subscription, which is identical to the balance of the previous subscription. That is, if a person purchased a "monthly free" subscription on September 9 of this year, and is valid until October 17, he can receive a new free subscription for ten days.
Another option is to receive a discount on the purchase of a new subscription in the future, depending on the number of days remaining on the subscription. That is, if a person has 10 days left on the subscription, he will receive a 33.3% discount on the purchase of a new subscription. In both cases, the benefit can reach hundreds of shekels for those who purchased a monthly pass from one of the expensive routes in the days before the outbreak of the war, reaching up to NIS 610 a month in the case of a monthly blue and purple pass that allows unlimited travel for a distance of 75 kilometers or more.

The third option is to receive the credit by loading a "accumulated value" contract, which is actually loading money into the Rav-Kav card to pay for bus and train rides. In such a case, the credit will be 70% of the monetary value, depending on the number of days remaining in the subscription. In other words, a person with a balance of 10 days will be able to receive 23.33% of the value of his remaining days in the subscription as a monetary credit on his Rav-Kav card.
Selection of the requested alternative will be possible until March 31, 2024.
According to the decision, students who were supposed to start the academic year in October and who purchased an "annual free" or "semester free" subscription (until October 9, 10) will be able to receive a full refund, if they request to cancel the subscription by December 23, 22.
The refund can be obtained through the charging applications that provide service for the Ministry of Transport, Rav-Kav Online and Hopon, which provide this service on their websites and applications, at Rav-Kav charging machines at various businesses throughout the country and charging by phone.
