The Human Rights League on Wednesday denounced the "disproportionate" police intervention that caused the death of a man who received a dozen shocks from an electric pulse gun on January 4 in Montfermeil (Seine-Saint-Denis), the association calling for a "strict supervision" of the use of this weapon.

On Friday, the 30-year-old man died after suffering two cardiopulmonary arrests. He had been arrested the day before in the grocery store where he worked in Montfermeil.

During the arrest, he received a dozen taser shots, according to the first elements of the investigation communicated by the Bobigny prosecutor's office. 18 officers intervened on the scene in several times, six of whom used their tasers (PIE, which projects prods connected to the weapon by ropes).

"The massive and repeated use of this weapon, while the man was alone in front of 18 police officers present at the time of his arrest, is extremely worrying," the LDH said in a statement.

'Disproportionate use'

"This disproportionate police intervention leads us once again to question the methods of intervention and the disproportionate use of their weapons by some police officers," the organization added, calling for "all light to be shed on this new death, which seems to be the result of unjustified police violence."

According to a police source, echoing the version of the first police officers to intervene in the grocery store, the officials had gone there to dislodge the "aggressive, violent and very agitated" employee. He later tested positive for alcohol.

According to their version, after trying to reason with him, the situation escalated, the man took the officers to task, biting violently on the finger and injuring him in the face. Officers then called for backup, after firing several taser shots and attempting unsuccessfully to handcuff him.

Electrical pulse guns are "too easily used as a means of neutralizing people who do not present an immediate danger," according to the LDH. It calls for "this weapon not to be systematically and indiscriminately equipped for all police officers" and for a "strict framework" of its use.

The day after the death, witnesses to the scene assured, without elaborating, that the grocer had never called the police that evening and that the patrol of the anti-crime brigade had intervened on its own initiative, contrary to the assertion of a source close to the case. According to them, the young man was "beaten". According to the victim's friends, the father of two did not have any particular problems with law enforcement, who often encountered him during their patrols.
