Over the period concerned, "

485 municipalities have fulfilled their three-year objectives - that is to say 47% - (...) and 550 have not fulfilled them - 53%

", summarizes in a press release the Ministry of Housing on the application of the law Solidarity and urban renewal (SRU).

Adopted in 2000, this imposes a minimum of low-cost housing on the main French municipalities.

In detail, the aim is to reach a quarter of social housing by 2025 in cities with more than 1,500 inhabitants in Île-de-France and more than 3,500 inhabitants elsewhere.

For some exceptions, the target is lowered to one-fifth.

When they fail to advance sufficiently in this direction, the municipalities are financially sanctioned if they are judged "

deficient

", that is to say not sufficiently proactive.

For 2017-2019, they are 280 in this case.

The government figures, which provide an assessment of the application of the law every three years, confirm those given at the end of 2020 by the Abbé Pierre Foundation, which had also mentioned half of the municipalities under the objectives.

Opponents of the law, including many local elected officials, accuse the text of setting unrealistic objectives without taking into account local specificities.

Conversely, its supporters see it as a cornerstone of social diversity.

Among them, the HLM world and the Ministry of Housing.

The Minister for Housing, Emmanuelle Wargon reported end of 2020 its willingness to extend the law beyond the deadline of 2025 as measures on social housing should be built next to a larger text on "

the equal opportunities

”.

This aims to be the social counterpart of the recent bill against "

separatism

", largely devoted to the fight against Islamism.

The government had considered integrating the measures on low-cost housing but gave it up in the face of opposition from the sector and the reluctance of the Council of State.
