Wang Chen pointed out that "one country, two systems" encountered new situations and new risks in the course of Hong Kong's practice. Blatantly defaced the national flag and national emblem, besieged the central Hong Kong institutions, violently opposed the law enforcement by the police, and paralyzed the government legislature.
Wang Chen said that in recent years, external forces have supported Hong Kong ’s anti-China chaotic Hong Kong forces. The relevant behaviors seriously challenge the “one country, two systems” principle and seriously endanger national sovereignty. Therefore, effective measures must be taken to prevent and punish the law.
The full name of the "Hong Kong version of the National Security Law" is "Decision of the National People's Congress on Establishing and Improving the Legal System and Enforcement Mechanism of the Hong Kong Special Administrative Region to Maintain National Security (Draft)". It is understood that the Standing Committee of the National People's Congress has consulted the Hong Kong Basic Law Committee many times. Opinions have been brewed since the storm broke out last year.
As for Article 23 of the Basic Law, sources said that the Hong Kong Government still needs legislation.
