A 34-year-old man who flooded the federal police station in Cologne Central Station four and a half years ago was found guilty in an appeal hearing before the Cologne district court.
Contrary to the first instance judgment before the Cologne District Court in May 2019, the Appeals Chamber did not recognize any willful damage to property on Wednesday.
Cologne - To this day, the Federal Police at Cologne Central Station is housed in a temporary container on the neighboring Breslauer Platz.
An appeal against the judgment is permitted at the Cologne Higher Regional Court.
"We assume that you did not know what to do when you touched the wire basket around the sprinkler, nor that you wanted to," said the presiding judge on Wednesday.
In addition to being convicted of property damage, the German was also found guilty of abuse of emergency calls.
The court set a fine of 20 daily rates of 25 euros each - a total of 625 euros.
In the first instance, the man was sentenced to a total of 1250 euros.
According to the judgment that has now been passed, the man initially pulled the emergency brake on a S-Bahn for no reason on May 1, 2017 after a night of drinking.
After determining his personal details and an alcohol test at the federal police station, the man, who was heavily drunk with around two per thousand, touched the sprinkler of a fire extinguishing system attached to the ceiling in a waiting room and damaged it.
As a result, water shot into the guard and flooded almost the entire first floor.

A self-proclaimed "Reich Chancellor" has been sentenced to a suspended sentence of three months by the Hildesheim District Court for falsifying documents and insulting them.
A court spokesman announced on Thursday.
The 79-year-old had to pay 500 euros as a probation condition.
According to the indictment, the man had forged ID cards, driver's licenses and a certificate of citizenship.
