Pnrr: replacement powers and refunds if targets are missed - Last hour. With the new Pnrr decree comes a crackdown on the implementers of the Plan, generally administrations, local authorities or companies owning public services.
Article 2 of the draft provides that the government can activate the replacement powers in the event that, after verification of the respective mission units, there is a misalignment between the intervention timetables and the data communicated by the entities to the Regis IT system. If the Commission verifies "the failure or incomplete achievement of the objectives", the central administration in charge of the intervention is obliged to return the amounts received.
