Article 2 of the draft provides that the government can activate the replacement powers in the event that, after verification of the respective mission units, there is a misalignment between the intervention timetables and the data communicated by the entities to the Regis IT system. If the Commission verifies "the failure or incomplete achievement of the objectives", the central administration in charge of the intervention is obliged to return the amounts received.

Article 2 of the draft provides that the government can activate the replacement powers in the event that, after verification of the respective mission units, there is a misalignment between the intervention timetables and the data communicated by the entities to the Regis IT system.

Furthermore, if the Commission verifies "the failure or incomplete achievement of the objectives", the central administration in charge of the intervention is obliged to return the amounts received, activating the corresponding recovery actions against the implementing entities".
