Ukrainian local authorities must ensure that shelters against air raids remain open and accessible 24 hours a day. President Volodymyr Zelensky said that last night when Kiev was hit by yet another salvo of Russian missiles and drones some shelters were locked.

"If this duty is not fulfilled on the ground, it is the duty of the police to enforce justice," the Ukrainian president said in a video message. (ANSA): "Protecting the population - means protecting it at all levels. Shelters must be accessible"
