A resident of Hora was accused of having contact with senior Hamas officials in Turkey and transferring money that was used by the organization. Among the senior officials with whom Osama al-Oqbi met was Saleh al-Aaruri, who was killed in Beirut in an assassination attributed to Israel.

His investigation revealed that he transferred donations he collected for charity directly to the Hamas organization in the Gaza Strip. Al-Okbi was in the past active in the northern faction of the Islamic Movement, until it was declared in 2015 as an impermissible association.
