The ultra-Orthodox parties opposed Otzma Yehudit's proposal to define Zionism as a value guiding government policy. They demanded that the value and importance of Torah study be added to the wording.

Prime Minister Benjamin Netanyahu instructed Cabinet Secretary Yossi Fuchs to formulate an agreed wording. The proposal will be brought to a vote in a telephone referendum with the consent of all the heads of the coalition parties, it was announced. The heads of Shas and Torah Judaism continued to oppose the proposal, and as a result it was agreed that the text of the proposal would add things about the value of TorahStudy.
