The Catalan independence party, led by Carles Puigdemont, rejected the proposed text, saying it did not go far enough. The rejection at first reading does not mean the abandonment of the text, which will have to return to the parliamentary committee where it can be modified.
But it illustrates the extreme fragility of the government of Pedro Sánchez, subject to permanent pressure from the party of Carles Puigemont, without whom it does not have a majority.
