Closely followed by Munich is Leipzig (3,948 euros), with Potsdam in third place. Hanover is almost as cheap as Berlin: on average, a driving license there costs 2,792 euros. A driving hour costs 78 euros in the state capital – 53 euros in Berlin, according to the study.
