Duisburg knife attacker is said to have announced murder. A witness reported this to the police in Bavaria in January.
Measures had already been considered and taken against the 21-year-old, but had not been implemented before the crime on February 28th. It is being investigated whether there were delays due to an incorrectly entered file number and documents not being provided. A supervisory review has been initiated by the Ministry of Justice in Duisburg. The suspect is believed to have stabbed two elementary school children.
