The bill was approved by the Knesset plenum, with a majority of 16 members who supported the proposal, with no opponents or abstentions. The National Insurance Institute will be responsible for the management, operation and maintenance of the memorial hall in memory of the victims of the hostilities on Mount Herzl.

The law also stipulates that the Ministry of Finance will compensate the National insurance Institute for this in an amount not less than one million new shekels per year, starting in 2026 or the year of the temple's establishment.
