Chubut is the first province to judicialize the measure by which the national Executive withdrew subsidies in the Interior. Governor Ignacio Torres signed the request for urgent judicial action.

The compensation fund implied state assistance that translated into a 55% discount on the public transport ticket fare. The government maintained that the relationship between the Nation and the province "is based on bilateral agreements to provide financial assistance to public transportation" The decision, called "unilateral", violates "principles of good faith and federal loyalty" and "affects the local economy"
