If there were three votes against, a fundamental decision was not made. Decisions should continue to be made on a case-by-case basis, but the possibility of leasehold building rights should be examined regularly, says the city's SPD local chairwoman Lisa Hilbich. But it is clear that land will remain expensive. “Who gives up a property if they don’t have to?” says the second mayor.
